Damaged BT(?) cabinet - where to complain?

Morning
There's a green cabinet not far from me which appears to be faulty - giving off a very loud, constant buzzing sound. Who do I contact in the first instance, i.e. I've no idea if it's BTs or not? Couldn't see any obvious link on the BT contact us section of the website.

A green cab though could be anything - could be BT, Virgin, or even if its large enough a power sub station!0 -
Sounds more likely to be some kind of sub transformer or something to do with power. I doubt BT lines would give off a buzzing noise.0

It'll have a label on... I think I rang BT last time there was one unlocked near us.0

Get a screwdriver and hammer and open it. Try swopping over some wires and see if the buzzing stops.

How will looking at the joint box confirm if there's a bumble bee inside? For that you'll need my hammer and screwdriver again!0
