If you have Windows Vista, then you already have a program built into it that does exactly what you want.

Click on the Start Button, select "All Programs" and then select "Windows DVD Maker"
I don't know whether the program is in the new Windows 7 operating system, but I would expect it to be - I can't remember if it was in XP, but worth looking if that is what you have.

Note that all DVD players will play MPEG natively. For instance, VCDs are MPEG.
you could always re-encode the MPEG video, but you will only loose quality by compressing the video again. After all, MPEG is a lossy compression format. On the other hand, MPEG-2 can be smaller in size, so if your goal is to make the video smaller, by all means use one of the packages suggested by the previous posters. Otherwise, just burn the .MPG files to a DVD, and you should be able to browse the DVD and play those videos in their current state.

If you have Nero 9, you might have Nerovision Express installed as well. You can use that. It's simple to use as well.
Alternatively, if the DVD player does not read the MPEG files natively, you could burn them as VCD, but then again, Nerovision would be more straightforward.

Proper files that work in a dvd player need to be burnt in a folder called VIDEO_TS
In that folder will be various VOB files amongst others
Nero will only burn it as a proper dvd folder if you choose the option of BURN DVD VIDEO FILES or similar (forgets the exact name)
