Flexible adhesive for floor tiles

We just had a quote for having floor tiles laid in the Kitchen. The guy who did our kitchen 5 years ago did not put plywood down first so they have all cracked. He says the flexible tile adhesive we need is £50.00 a bag and we need 3 bags (kitchen is 14.5 sq metres). It sounds expensive but can anyone advise if this sounds right?
