Your neighbour broke his key in the lock. He is responsible. He should pay.
The LA offering an out of hours emergency service is just that, a service, not an obligation (unless it is stipulated in the contract - is it?).
Your landlord may/may not feel he should re-imburse you - write and ask as Firefox suggests.
The LA cannot take it upon themselves to incur costs on behalf of the LL without his instruction.
I can see no reason why you are not writing to the neighbour asking for your money, with a copy of the invoice.0 -
Make a note not to use the locksmith again. If the key snaps, a decent locksmith will use a key extractor tool, not replace the lock. Any locksmith that goes straight for the drill probably isn't a well trained smith, and is most likely to be someone handy with a power drill.0
