How do I allow a programme access through firewall?

Hi, I've never posted on this board before but I'm hoping someone can help me. I am treasurer for a local playgroup and have to deal with the HMRC, they send me a disc approx twice a year which I load onto my laptop to calculate tax and send in end of year statement. I've just received my new disc and installed as usual, but when I've gone to use it I get told it cannot work as my firewall will not allow it, I've never had this before, I've tried allowing it through my firewall (Microsoft firewall), but this doesn't seem to have worked, any ideas?

Try it again, and at the same time, keep an eye towards the top of your screen because a narrow yellowish bar may come up asking you if you want to allow the site to be shown, in which case click where shown.This is a system account and does not represent a real person. Are you connecting via a router? that could well have a built in firewall too, one way to confirm which firewall it is as a short term fix would be to temporarily de-activate the firewall, test it then works, and reactivate the firewall immediately after.
Once you know which firewall is blocking you you can set about configuring firewall exceptions and/or opening ports as required.
If you do go down the firewall off route make sure you have all the latest microsoft security patches installed and a good up to date AV before setting out.0
