Intels new netbook chipsets N450, D410 and D510 (duel core) should be hitting the markets very soon
Initial reports are they are a lot faster and use about 20% less power than the 270/280 chipsets

Get anything with a screen you like. No matter what specs you get today, it will be vastly sufficient to watch TV. If you want to RECORD, so maybe you need to consider the hard drive size, but then again you can always use a USB hard drive which should be able to keep up with recording. I'd say check one with good sound as well, but that's a lot more difficult to assess prior to buying!0

I use an ASUS EEEpc1000HE which gives around 8 hours battery life and is superb for TV, I use Zattoo0
