Mouse Scroll Jerky

I have a Techika mouse from Tesco (on my Vista PC) and I have an issue of the scroll being jerky - when I scroll down > it scrolls up by itself then scrolls down.
Its getting annoying - I have checked the "Smooth Scrolling" checkbox in IE but to no avail. Changes in Control Panel do not make any difference either.
Any other ideas?

Buy a better mouse?
Or are you resting your hand on the laptop's touch pad which may be causing the problem.That gum you like is coming back in style.0
