Harassment Over Garden From Housing Company

The local housing company - who bought control of housing from the local council - has been incessantly harassing my mum, who is a pensioner, about the litter in her garden. As we live in an area of scumbags - who inconsiderately chuck litter into her garden as they pass - my mum is fed up with having to pick up their trash and put it into the bin. My mum has explained this a few times to the local area patrol of the housing company, yet they are STILL sending her out threatening letters about her garden.
Not only is this constant harassment from this housing company causing my mum intense stress, but it is also affecting me too. I think it is DISGUSTING to be constantly harassed like this when both myself and my mum are doing EVERYTHING possible to keep our garden tidy.
So we were just wondering, is there anything legal we can do about this to stop this housing company sending these threatening letters to us all the time about the condition of our garden? We have written to them to complain about this constant harassement, but it doesn't seem to have cut much ice.

Yes, they should send someone round every time someone drops litter in her garden to pick it up, or every time the grass grows to cut it, or every time it rains to dry it out for her. It is disgusting she should be expected to take responsibility for it herself. Even more disgusting that you might be expected to help your mum. Haven't they heard of the nanny state? What has the world come to? Make sure you letters of COMPLAINT include lots of BLOCK capitals to get their ATTENTION. That should sort it.Been away for a while.0

Your mum needs to speak to the local neighbourhood policing team about the ASB and littering.
I did know someone who just put a bin bag on the end of his gate at the weekends and it helped a bit...
She should reply to the council in writing that she is not littering in her own garden.

The litter in the garden is dropped by passers by and is not mine. I do try and keep on top of it but my medical condition and age mean I am not able to do this very often.
I am contacting the local neighbourhood policing team to discuss the littering and anti-social behaviour causing it.
I hope to seek an amicable solution regarding the ASB and littering as it is causing me distress.

I should hasten to add that both my mum AND myself ARE picking up the rubbish. However, as fast as we are clearing it up, more is getting dumped. It is just going on and on. And we can't always stand at our door or look through the window 24 hrs per day to see if we can catch the idiotic culprits as they go back and forth from the local supermarket, can we?
No, this local housing patrol is just being petty and awkward. I think, quite frankly, to harass a poor pensioner like this is quite despicable.Just pick up the rubbish in your garden.

Thats someone who is OLD and may not be able to due to infirmity etc be able to pick up all the litter , now I can pick up any litter in my garden and mow my own grass, but my parents who are in their late 70s cannot they need HELP due to their age0 -
I think that you need to type up a few letters to the local housing patrol, the housing association and the section of the council which deals with litter and dumping, Pure factual letters pointing out that this litter is not caused by the occupants and the area is cleared at least daily. Ask for assistance in catching the actual culprits.
Copies of these letters and replies might be useful in case the HA decide to do something about breach of tenancy, but more important might stop the letters that your mum is receiving or even provide some extra checks on the litter-dropping passers-by.."If you can bear to hear the truth you've spoken

I could give you a list as long as my arm of "pensioners" who would give you a thick ear for saying that... bullshlt generalisation.
OP - Are you seriously suggesting the issue is that bad that every other day or so the garden gets that full of litter the councils agency / company feel the need to write to you?? Lets face it, they're not gonna write to you about a crisp packet or 2 and the odd bottle of coke!

I would have thought housing associations would be far to busy to organise inspections of people's gardens.
