Any ideas why it takes so long to get your excess back

I was hit in November 2005 by a Spanish wagon driver, till now every time I phone the claim people or the solicitors who are supposedly working for me they are waiting for the MIB?........................................................they don't seem to both doing anything between my phone calls. I supplied all the details at the time of the accident ................they are useless..............
