Paypal withdrawals format changed

If you have been using PayPal for any good length of time you will know that when you want to withdraw money to your UK bank you are presented with two options;
  1. Wired (fast) transfer with a £5 charge
  2. Standard (slow) transfer free.
Originally these options were presented in that order and through habit a lot of users automatically selected the lower option without reading the script.

Now, guess what? PayPal have swapped the layout around, (for what good reason?)

Now its;
  1. Standard (slow) transfer free.
  2. Wired (fast) transfer with a £5 charge
Well I got caught with this, only realising a fraction of a second after selecting option 2 that something was different and donated £5 to PayPal for an unwanted fast? money transfer.

There is no option for canceling so watch out.
I wonder why they did it and is there any regulation in which they should notify changes like this to the user?
If you read the EBay forum http://forums.ebay.co.uk/thread.jspa?messageID=1107273246&#1107273246 you'll see that this is affecting many.
