Good quality underlay with cheap carpets - is it a good combination?

Hi,
My house currently has carpets dating back to the 1970s and I would like to get them changed.
I can't really afford good carpets at the moment, so what I'm thinking about doing for time being is to buy a good quality underlay (Cloud 9) and lay it throughout the house, and buy some cheapo carpet (around £7 per sq/m) to lay on top of the underlay. When I can afford it, I'll rip out the cheap carpets and replace with better quality ones, with the comfort knowing that I've got good quality underlay already in place.
So for now, will the good quality underlay help disguise the fact that the cheap carpets are 'cheap' and nasty?
Thanks

Yes it will look good. We have cloud 9 the 11mm version and a cheap £5.99 sqm carpet. You really wouldn't know it. We are looking to replace ours after other work has been completed and wanted to cover the floor in the interim. Now I could be tempted to go for a cheap carpet next time.0
