i do seem to have two yes and one of them seem to be for the heaters as its a creda which is what the heaters are.
When i switch it on it comes up with settings to set four different timers but i thought the unit i used to heat up the water heated up the heaters too?

I've got an outside meter box, so can call anytime, jings, I did an economy 7 setup search, then went to images just to get a picture, hadn't even looked at the forum.
Anyway, it's getting away from the point, the op shouldn't be able to set the timer for her heaters, if on economy 7.0 -

The controls for your storage heaters are on each heater...there should be an 'input' and an 'output' knob. To get the best out of the heaters they need to be set up correctly before you go to bed.
Think of the heaters as being little ovens, the 'input' knob is the one that sets the temperature of the bricks, the 'output' knob is the oven door (the higher the output knob is set the more the door is open and the heat escapes).
So, before going to bed make sure that the input knob is set to a level that will heat the bricks to a decent temperature...if your not sure set it to a mid point and adjust it up or down depending on how much heat you get from them through the day (if you know it's going to be cold turn the input up).
The most important thing to do is to turn the output switch to its lowest setting, this shuts the 'oven door' and ensures that the maximum amount of heat will be stored in the bricks for use the next day. If you leave the output knobs open then the bricks wont heat up to their full potential.
It can be a bit of a ballache going round each evening turning the output knob down but it will make a big difference to the heaing, and be a lot less expensive in the long run. Think of it being a bit like trying to do the sunday roast with the oven door open, you end up with a warm kitchen and a raw roast.
The storage heaters can only be charged up when the low rate is on, as the electricity will only be available then, so make sure that the heaters are switched on, normally at the spur (where the flex for the heater comes from the wall) Come the warmer weather make sure the heaters are switched off at the spur if not needed!
Never hang washing on storage heaters to dry....very dodgy!!
Hot water,
The hot water tank will have two immersion heaters, if you look at the tank you'll probably see two fittings with cable coming from them to spur switches on the wall (make sure they are on).
One will be on the low rate supply, and will come on when the load is switched to the storage heaters. This will give you a full tank of hot water ready to use when you get up in the morning, if the water is just warm (or cold) then the immersion heater is faulty or switched off.
The second immersion will be supplied with electricity 24/7, this is the 'boost' heater that allows you to reheat the tank as and when you need to. This is the one controlled by the timeswitch, so setting it to come on at the same time as the other one is pointless.
The timerswitch for the water tends to have a rotary switch with a eggtimer like function, so you can set it to go for up to an hour, or a 24 hour timer with on and off flags so you can set it to heat the tank at various points in the day (best to just use the eggtimer one)0 -

I have just found out that my heating is not on Eco7 haha i think it was a slight blonde moment! My water is eco7 but i think i know what i'm doing with it:A If i was a rich girl....... :A0 -
