2 tickets in 10 minutes from same Parking Attendant in Edinburgh

I got 2 tickets in 10 minute period while parked in a pay and display bay in Edinburgh. They were issued by the same Parking Attendant on the street. I forgot to buy a ticket as I was in a hurry and was distracted by someone asking me something - realised later and went out to pay but too late. I had two tickets on the windscreen - first for failing to display a ticket and the second for having a time expired ticket on my windscreen.
I'm thinking I probably have no grounds for appeal with the first (although it sticks in my throat I might have to pay - I was working and was slightly late on my way to see a patient - I work in healthcare).
The second ticket - displaying an expired ticket for the bay seems wrong however - it was a ticket from the day before that I forgot to remove - it wasn't even for the same part of the city.
I would greatly appreciate any thoughts or advice - I already know I must not repeat my lapse of concentration in my effort to see my patient however. Thanks to anyone who helps. I am still well within the 14 days appeal period.

    Well I think both tickets may be appealable, they usually are.

    I think the CEO realised he'd issued the first PCN with the wrong code (as you were displaying a ticket), so he then issued a second one. IMHO he can't do that, it's a procedural impropriety in my view.

    Also can you get pictures of the bay where you parked, including the termination lines at both ends (are they double lines or single, and is the bay divided up or one long bay?). And pics of the signs even if they look right.

    May not be relevant to your particular case, but the entire central control zone of Edinburgh is invalid as the signage on St Leonards is insufficient.
  • Alas i also have fallen foul of those nice considerate Attendants of Parking in Auld Reekie in the past:( but I admit I was chancing my luck in a taxi bay:o
    Anyway enough reminising - The PNC should also give a link to the photos taken by the PA, maybe worth posting them along with the items Coupon-Mad suggested. I believe that you may only get one chance to look at them (I did but it may have been because I paid on-line then tried to look) so download each one to your PC)
