Appealing a PCN from Haringey- Advice needed

I while back recieved a PCN for a contravention that occured and I am in the process of appealing it. I would appreciate some advice.

Back in Dec I parked on Haringey Green Lanes all because there was a P sign that said pay and display Monday to Friday 9-4pm. I parked there just after 5pm because usually with such signs the Pay and Display conditions are lifted and its okay to park for the rest of the day. Little did I realise that there was an alternate/counter sign which read no stopping between 4-7pm monday to Friday which was in yellow on a separate plakard to the other sign. I got a PCN through the post and after scrutinising the signs on several occassions I saw where I had gone wrong, I had not seen the other sign. The reasons mainly being I suffer from dyspraxia and have poor spatial awareness so I really didn't notice there was another sign. I was just focussed on the sign with the P which evidence from DVD shows that I made an effort to go and read the sign so it shows I did not purposely just park there in a blaze manner. This is something that has never happened to me before and is distressing me greatly. I have an educational psychologist report which details my learning difficulties. So far my appeal has been sent to the independant appeals service. I was made redundant in sept and have no job, I'm now a student and have no benefits I am entitled to as a full time student therefore, I am really strapped for cash. Do you think I have any grounds for appeal and is it possible the CAB might be able to help me?

    Pics of pcn, signs and bays would help others to help you. See stickies for how to post them. Both sides of pcn please after removing personal details. Pics of bays within big bay and the end terminations are essential as are views of signs from where you parked.

    Thanks, Unfortunately I don't have a scanner to scan in the PCN but this is a link to the sign I parked at. I was right in the boxed lines. The picture the camera took is of the back of my car.

    Were you to the right of the sign or the left. We still need the pics above.

    What a confusing sign, I would have taken it the way you did but it looks like :-
    parking 7am-4pm p&d, no parking from 4pm to 7pm then free after this. I can see the reason for 4-7pm being rush hour but don't they have one in the morning?
    Right lets get pics of the bays lines as they are often unlawful.

    Okay thanks. By bays you mean the white dotted lines? It was a parallel park type of bay on a busy main road. I will scan in everything tomorrow when I have access to a scanner
  • Just giving a head up here if still on challenge. For contravention 02 which is no loading/unloading, the requirements are Yellow lines + Kerb Marks. 2 kerb marks means no loading at any time and 1 mark is no loading in certain times. I know the street and I'm really surprised that Haringey council issue tickets here daily. If you go back or look on google map, almost the whole street where parking is allowed on certain times, kerb marks are completely faded/missing. Hope this will help.
