When will we know if rail strike is going ahead?

Barely a mention today, so working on the basis that it is still happening. But this causes huge inconvenience as people won't know whether to try to get a refund for pre-booked tickets, and/or whether to book a journey that avoids the strike dates.
How late can they legally leave it if they decide not to strike after all? It's not much good telling us on the morning of 6th when we've all made alternative arrangements.

Latest news update is on the National Rail Network.
The strike will only be from 6-10am and 6-10pm
It will mainly affect smaller lines, however main lines will not be affected as much.
"Ticket arrangements
If you have a ticket for travel on any day between the 6 and 9 April, and once details of changes to train times are available, showing your journey is likely to be affected, arrangements will be made to enable you to travel on an alternative date or obtain a full refund.
If you are a season ticket holder, special arrangements will apply if trains are unable to run on your route. Further information will be provided here about arrangements for season ticket holders, should the industrial action take place, as soon as possible.
Train companies will try and run as many trains as possible on the affected dates. Please be assured that if you book and your train is subsequently cancelled, you will be entitled to a full refund."

i have a ticket for 6th but panicked & bought one for 5th to ensure I get there. Was wondering if any chance of a refund on 6th one, given the uncertainty.
I haven't bogged off yet, and I ain't no babe
