help buyer wont pay

my sister recently sold an item on ebay. the buyer had put in 4 bids and finally had the winning bid. within hours she emailed sis to say someone had hacked her account and she couldnt pay. we did email back asking hadnt she received the numerous bid/out bid emails that would have been sent??? no reply.... anyway offered it to 2nd chance buyer who annoyingly said now not interested in item .

Would like advice on what to do next and also how to get listing fees back. when can item be relisted as dont want to have to pay 2 lots of listing fees.

    Open an Unpaid Item Dispute [after 4 days I think].

    Hope the buyer has reported that their account has been compromised and changed passwords etc

    You can open an unpaid item dispute 4 days after the auction ends, if you believe that their account was hacked you could go the mutual route, however if bidder fails to agree you will NOT get the fees back.

    To play safe just go for the I have sold an item and the buyer has not paid (or words to that effect)

    If no response/payment after a further 4 days you can close and your final fee will hopefully be refunded.

    Once the dispute has been closed you will be free to relist and if the item sells at this attempt you may be entitled to a listing fee credit.
