HB CTB and Permitted Work?

Does anyone know if/when the rules are going to change wrt the DWP introducing the proposed change to the amount of disregard (currently £20) of upto £92/wk for permitted work?

    received a circular about this last week and will take effect from 1 April, for those on ESA IR.

    We have had to contact dwp for the amount that will be used for the existing cases of permitted work we have
    I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

    Just found this which suggests that it isn't available for Income Related benefits (including ESA IR) and is only available for Contribution Based benefits.
