Product Detected Intel® 865G Current Driver Installed 6.14.0010.4396 A customized computer manufacturer driver is installed on your computer. The Intel Driver Update Utility is not able to update the driver.
Could you try:
go into Device manager, uninstall the current dell driver. then install the intel one?
That way there will be no existing driver for intel to detect and decide it doesn't want to replace?
If all goes horribly wrong reinstall the dell one.

andKeep in mind if you have a OEM customized driver on your system this driver will not overwrite it. That is by design to protect the OEM customizations. If you are willing to take the risk and loose any graphics customizations for your system you can install the Intel driver using the have disk method. I would recommend saving a restore point before proceeding so you can revert back to previous settings if you are not satisfied with the results.
Basically intel make the chipset and have a driver that supports higher resolutions they released in 2007, Dell last made your PC ages ago and haven't bothered testing and approving any drivers for it since 2005, the updated intel driver will probably work but you'll have to fight a little to get it installed.Intel® graphics drivers (versions 14.x & 15.x) dynamically support a wide range of display modes depending upon the monitor and computer configurations.
A display mode is a set of data that provides a viewable image on a given display. This data includes the active pixel resolution (width and height such as 800x600), corresponding refresh rate (such as 60Hz), and color depth (such as 16-bit).
Specifically, Intel graphics drivers support:- Display modes reported by the monitor’s EDID (Extended Display Information Data). Only plug and play monitors can provide EDID information to a computer.
- Custom display modes defined within the Video BIOS Table (VBT) by the computer manufacturer.
- Static modes for non Plug and Play monitors without an EDID. The set of basic static display modes (at 60Hz and up to 32bpp colors) include 640x480, 800x600, 1024x768, 1280x1024, and 1600x1200.

Could you try:

Did you download the .exe or the .zip version of the driver?
Follow the instructions in the readme.txt contained in the .zip version.
followed the read me...
now got version 6.14.10.4396 and resolution does not increase ............ arghhhhhhhhhh

no, not every time, just the first tiem you try to use a new hi-res monitor with an ancient monolith of a PC dell stopped updating the drivers for in 2005
Other options
1-run windows update and check optional updates for anything graphics related
2-look for a "display"driver specific to your monitor (unlikely with vga rather than digital but worth a shot)
3-get a separate graphics card (£20+ assuming we're talking about a DESKTOP machine with spare slot space)
4-make sure no other setting is masking things (eg untiick the tickbox which says something like "only show settings supported by my monitor") or any other part of the display settigns.
5-hunt for another intel graphics driver and/or update the whole set of chipset drivers.
6-did windows ever have a means in the registry to force resolution options? long shot but....
7-hunt for a 3rd party driver someone may have written to enable this mode on this graphic accelerator
EDIT are you sure you loaded the INTEL driver, that driver version matches the 2005 Dell driver number not the 2007 INTEL driver number ?!?!?0 -

no joy, done the system update as well... the driver itself is 2005 there is no 2007 one its when it was put on the system for download
so where do i start re a new card?

From the sounds of it your Dell will not have a spare slot for you to add a graphics card. The last time I owned a Dell (about 7 years ago, prob around the same age as your comp) there was no upgrade possible from the integrated graphics as it lacked a AGP slot.so where do i start re a new card?
