I think British Gas (Home Care) are ripping me off.

Second engineer will say the same as first engineer as he will see the report on his computer, the line manager will see both reports and say the same. Its called back side covering (used to work at BG and saw it all the time). The gas pipe work will not be the fault and even if it is did the engineer check the working pressure at the meter as the gas regulator could be faulty. Yes it is true that condensing boilers require 22mm pipe work but this would have been spoted the day you joined BG as this would make the boiler AR and it would not have been taken on contract. Problem with combi boilers is that there are several faults that can cause the water not to be working correctly and these need to be looked into first. As for the pressure being 6mb was this working pressure or burner pressure, if this is burner pressure was this taken at max working pressure or min working pressure. All these checks should have been carried out but knowing BG engineers he was probably only looking at the boiler for 5mins then spent 15 doing paper work.0
