The police simply refuse to get involved with fraud at this level. And the banks, for whatever reason, prefer to deal with it 'in house.'
Ever wonder why the crime rates are supposedly so low these days?
I did not really explain my answer very well.
I depends on who is the victim of the fraud, if you (the customer) are the victim and that means then money will be taken from you and no one else then the police will take the crime report from you and investigate are required by the Home Office.
However if the bank / card issuer are the victim, in other words they refund you, then the bank is the victim and it will be upto them to make the police report. You can make a 3rd Party Report but most forces are reluctant to do that as the bank will often not respond and it's just a figures excercise which is pointless.
If a crime report exists and you name a fraudster, it would be recorded and followed up, but would you (the victim) be prepared to spend two or three hours giving a detailed statement? If yes then the police will deal with it, if no then it's not going anywhere!
All police forces in England have adopted the 'Policing Pledge' which sets out standard you can expect, and the 'Victims Charter' sets out minimum standards for crimes that the public report. As with any crime if you don't report it, it never happened or at least thats what the police will think! These are my thoughts and no one else's, so like any public forum advice - check it out before entering into contracts or spending your hard earned cash!
I don't know everything, however I do try to point people in the right direction but at the end of the day you can only ever help yourself!0
