"Security Tool" has Taken over my son's netbook.

A pop up / spam security 'thing' has invaded my son's netbook. It calls itself "security tool" and keeps trying to tell me about all sorts of nasties on the netbook and how I can be free from them for $42. I've tried allsorts to try and get rid, but nothing. I can't open the control panel / system restore or anything because the pop-ups won't allow them to. Security essentials sees no harm in it when scanned.
What to do, please?

Hi, i've cleaned this of lots of computers recently, the best way is to go into safe mode(press F8 whilst booting up) and delete the files manually click here for the list of files. Then install and run Malwarebytes whilst in safe mode to make sure everything is gone. Boot up normally and all should be sorted

A shame because it is not too difficut to remove. Its the Malware Bell virus (MB1.exe). Loads of stuff on the Internet how to remove it.Je suis sabot...0

I particularly liked the way that it told me that I couldn't uninstall it unless I purchased a key to include the uninstall function, nasty piece of work that! Fortunately a safe boot and system restore and a flea in my mothers ear about clicking popups that say you're PC is infected seems to have sorted it, for now.0
