Ebay item not received problem

Hi guys - seem to be having a bad run of luck with ebay at the moment.
I bought an item on 27/02/10, seller was away until the 5th March (I was aware of this when I bid, it wasn't a problem). Item posted 7th March and not yet recieved. Emailed seller who replied they wanted me to wait until the 30th March then they would resend (16 day RM timescale rule). Still nothing today so opened a dispute on Paypal. Seller has responded with the same, wants me to wait until 30th March. They also added the following to their response:
'PS I am surprised that you did not communicate with me in first instance though you have 50 feedbacks - not new to eBay.'
I'm not happy waiting that long so have replied with:
'I did email you to say that it had not been recieved. I am not willing to wait until the 30th of March as I need the item as soon as possible. I am covered by Paypal and therefore do not need to wait for the Royal Mail timescale to elapse - that timescale is for you to claim a refund from them.

What is the next step? Was my response ok? Should I escalate to a claim? The seller seems to be dragging their feet!

I also have another problem with an item not received that was posted last Monday - I feel like I'm going to know the dispute process inside out very shortly

Is your address correct and in full on you ebay and Pay Pal accounts?

Yes to the correct address.
I go to the delivery office a few times a week and always ask if they have anything else for me.0 -
Keep the full claim in and get a refund. Stick with your claim for the first item as your seller doesn't sound very co-operative or customer focussed.
As for the second item, email the seller and see what response you get - you may be dealing with an excellent seller who will be keen to resolve the problem in a quickly and friendly manner and you may have no need to open a Pay Pal claim for it.
I would contact Royal Mail and make them aware that you are experiencing problems with non-delivery.
