You need someone with a 'operators' ticket to dig up a public footpath. Every site which has exvavations in the public high way will have someone on site with one. Next time you see workmen in the road with a digger ask one of them to do it on the side. You also need to obtain an opening notice from the council if you are going down the excavation route. Otherwise if your going to do it youself using a mole, make sure you are 100% sure there are no other services which you may catch.0
