Selling as faulty

hi
just a question on i item I have for sale
i am selling a old phone of mine as faulty on ebay i dont have a sim for it so cant test it fully (it does come on)
i have stated quite clearly that it is the case and it is sold as faulty and no refunds or comeback etc
I now have this numpty saying he will bid and if its faulty he'll send it back for a refund if it is faulty
can he do this?
I did email him and say please dont bid if you are not happy with my terms but he seems to be detemined to bid what can i do?
can i block him before he bids so as not to disturb my sale?

no problem, don't forget that you can always cancel bids once they have been placed if you get another potential problem buyer but you need to do it whilst the auction has more than 12 hours left...any less and you won't be able to cancel bids.0
