Paypal

Just asked this question on the consumer site and someone suggested i should ask it on Ebay:

I bought items online and was directed to a paypal site when i went to pay. I was asked to login or pay with my credit card if i did not have a paypal account which i dont. However, i have not been sent the correct number of items. emailed the company who said they would resolve it. to date they have done nothing and no longer respond to email. i contacted paypal who said they could not help with the issue unless i raise it via my account as a dispute. i sent them the email which i received when i paid and told them numerous times i do not have an account but they are not listening. is there a way of raising a formal complaint and getting round the unhelpful online staff?

    Hi, I'm sorry to hear you're having problems. Firstly if you purchased this item via ebay have you tried to open a dispute via ebay rather than Pay Pal (who are a law unto themselves and can be difficult to deal with!)

    i didnt buy the item on ebay. i think i was directed to this forum since ebay users have a lot of experience with paypal. someone on the consumer forum said even though i received a thank you email from paypal, they are just a processor and it has nothing to do with paypal if the order is incorrect.

    OK, in that case you need to raise this issue with your credit card provider, you can do a "chargeback"

    Im not certain how it works when you go via Paypal, but dont open an account.

    I know that if you had a paypal account then it would be them you would liase with, but it could be that in this case its your credit card company that you need to talk to.

    ...A buyer who is not satisfied with merchandise they paid for with a credit card through PayPal may issue a chargeback with their credit card company...

    I couldnt find anything specific on their website about this type of transaction Im afraid so I would have a word with your credit card company first.
