Planning application transferrable?

Hope someone with knowledge of planning issues can help :)

I'm thinking of moving to a property so decided to check out recent planning applications nearby. Turns out there was a planning application submitted in 2005 for the property next door for a two storey extension. It was approved in June 2005 which by my reckoning means that work must start this June at the latest.

The application was submitted by a Limited renovations company who according to Companies House has now been dissolved. When I last went for a viewing the extension next door had not been built, but some landscaping works detailed in the application had been completed. The same house was sold 18 months after the application was approved, but don't know whether the house belongs to the same people who wanted the extension.

Is the application transferrable to a different company? Could building work still go ahead? Does a house sale make any difference?
