New Build - Where to start?

Hi,
I have just started to look for a new build house in Blackpool, Lancashire. I have seen one I like but unfortunately it is not in the most desirable of areas to drive through to get to the house, so I have tried to find out if other developments are going to be built.
Does anyone know where I would find out if there are any developments in the pipeline in the Fylde Coast area - I have tried to look on Blackpool Council website but it seems to be a minefield!!
Also, the house I have seen has not yet been built. I've never owned a 'new' home before so could anyone advise on how much I should offer on it - it is a 4 bed Detached and is on the market for £262,000. I would be part-exing mine.

According to the Local Plan for Blackpool, you might see the following in due course;

Aren't there any second hand houses?
They are generally better value for money and you know what you are getting rather than just being able to look at some glossy brochure or show house with special effects like 2/3rd size furniture so you don't notice how small the rooms are!RICHARD WEBSTER
