Hi just applied for a basic account with Cita they have approved it however are asking for a certified copy of my passport signed or dated by either a lawyer, nortary public or banker wot does this mean???

Doesn't mean anything, just means that they couldn't verify your ID via electoral role or by other means electronically.
You either have to do as they say and get a photocopy of your ID certified (stamped and signed by someone important) or take it in to a Citi Bank office for them to do it there (if you can).
Give them a call to see your options.0 -
