Emulsion Paint problem

About 3 years ago I painted my hall paper with B&Q vinyl Emulsion. It has always been sticky to the touch. Needless to say EVERYTHING sticks to my walls. I have spent the last 3 years wiping the lower walls down with a cloth. I have decided to repaint my walls with a different make of matt paint in the hope that the last problem becomes a thing of the past.
So.... how do I go about washing all my walls down to remove 3 years of dust/dirt etc. I have regularly hoovered the walls but they are still full of muck.
What should I use: water on its own,sugar soap, water and washing up liquid.
Any help would be great

Sugar soap, but I don't think painting over this sticky paint will help. I would strip the paper and start again.0

MX5huggy is right. Painting over a problematic paint/paper will only compound the problems. You need to strip it off a start again.Eat vegetables and fear no creditors, rather than eat duck and hide.0

get a steamer and steam it all off now.
sounds like the paint has reacted with the adhesive in the wallpaper.Get some gorm.0
