Laminate flooring. Where from? How?

Hi all.
Ok I want to get some laminate flooring but I don`t know where the best place to get it is. I have bought some tundra from Ikea in antique for £5.49 a square metre, its 7mm thick. So should I keep this or return it for something else i.e. floors2go etc.
My second problem is that I have bought the skirting (the ikea stuff in matching finish) but by the time the flooring is down plus the board underneath the skirting will come higher than my original skirting. I don`t think this skirting (ikea) can be cut down as it needs to bit its backplate. I don`t think my skirtings will come off as I think they have been glued on ( although thare is a nail every 50cm but I think this is just for holding in place while it stuck. I don`t relly want to use the very thin beading as I don`t think it looks very good. Any ideas?
Also when I went to Ikea they didn`t have any of the plastic sheeting to lay underneath the boards which You should use if your laying on to concrete, my flat is the second floor but it still has a concrete floor. Do I still need to use the plastic sheeting ? ( As it costs so little Its probably silly not to use it).
