I think seller scammed me

The seller asked me to close the dispute so he could refund me, so I closed the dispute, but he didn't refund me.

    Yes he did. Once you have closed a dispute it can't be reopened. A seller does not need to close it to refund. All you can do is leave appropriate Feedback but don't mention the dispute in the feedback as he will be able to get it removed if you do.

    Sorry I haven't any better news I hope it wasn't too mich.
  • Okay, he's telling me: "i'm still waiting for my neg balance to clear you closed the dispute for it's taken a couple of days to put the money in" is this true?
  • When you open a dispute on someone it freezes the money in their paypal account and I believe there is a slight delay in releasing it.

    Thats an old trick, But hopefully he will be genuine.

    I was actually advised by PayPal to ASK the buyer to close a dispute so that my paypal balance would sort itself out so I could partially refund. When he escalated the claim it was only then it gave me the option to partially refund. Very strange.

    Which I think perfectly demonstrates the appalling knowledge that paypal staff have about their own processes.
