I am about to move into rented accomodation.
But I want to know about a couple of things
1) They have said 'all bills included' including council tax, but since this is a new council I am moving to, do I have to register with that council, also noting that there is an impending election about to happen, though I know that it is the electoral register I have to seek
2) TV licence, do I have to get a separate one for myself?

1. Your current council will want to know where you are moving to - they probably share that data 'to prevent fraud'
2. If there is a licence for the house that covers your room if you don't have a lock on the door. If you have a lock on your bedroom door you need your own licence. (But how will TVL know whether you have locks on internal doors or that the property is divided into bedsits?)A kind word lasts a minute, a skelped erse is sair for a day.0 -

If the house is an HMO then the landlord is legally liable for council tax and you will need your own TV license as you will be classed as a separate household. If this is a shared house (all on one tenancy agreement, no lockable rooms) you are legally liable for the council tax regardless of what the tenancy agreement says but you will only need one TV license for your household. BTW it's probably too late to change your details on the electoral roll for the upcoming elections as local authorities tend to do this in October. You'll be registered to vote in your previous constituancy for these elections (might need to apply for a postal vote if you're not close by) and then when the letter hits your mat later this year you can advise of the new details.0

Rubbish. Do it ASAP though if you want to vote.
You can update any time, there's just a national 'check' around October time essentially. Deadline for local May elections (as the general election hasn't been announced yet) is around 10th April I believe.Excuse any mis-spelt replies, there's probably a cat sat on the keyboard0
