item not received question

Hi....have been waiting 2 weeks for an item, i notice seller has not marked as dispatched, last week she said laptop wasn't working so had no access (Yeah right!) ...thing is, its just low cost item ,£3 in total...just wondered if there was still a limit on how many paypal or ebay claims you can have....not that I have had to before...as not sure i would waste it on such a low cost item....cheers

You have no limit so I'd put in a claim today in paypal and leave it to run its course.

Did there used to be a limit on how many claims a buyer could make within a set period of time? I'm thinking it's three a year, but don't know where I got this from? eBay I think, but they might have changed it now of course!
