Unpaid Parking Fines from Previous Owner

My bf wants to buy a couple of cars off his dad.
His dad now lives in a diff country, but before he left, he ran up loads of parking fines on said cars.
Who is liable for them if my bf buys the cars? Bf seems to think it is him, but I don't see how that is possible. He wasn't the one to park illegally.
I'm sure it doesn't help the matter that my bf and his dad have the same first initial and surname, but not sure if that would make any difference.

Liability lies with the owner at the time of the offense.

Just make sure that the change of registered keeper documents are correctly filed and you won't have any problems.0
