Residents Parking Ticket

Hi,
I received a parking ticket for parking in a residential area and not showing a permit. This was on 24th Feb.
I did not have a permit displayed as it had been reported in the local press (Dec 2009) that the parking restriction signs the council had erected (in summer 2007) were incorrect in some way. So all restrictions were invalid and residents could expect to hear about how to claim back their parking charges for the previous 2 years. We're still waiting for this...
I usually use a daily permit in this area, but as the restrictions were not now in place, I stopped doing so. Didn't use one for the 2 months, nor did other residents in the area.
The council changed the signs overnight (without informing residents) and went a ticketed anyone without a permit.
I disputed the ticket online the day I received it. I am yet to hear back from them. I have looked to try and call them, but the only number is to pay. The website says they wont discuss fines over the phone and you should wait to hear back from them. Once it's over 28 days, then the fine doubles. I haven't even had an acknowledgement of my dispute.
Any advice?

Well if they reject your appeal then you should get a reply and then a Notice to Owner. I would wait and see what happens, don't prompt them (but did you get a receipt or online confirmation that your email was received?).
But in the meantime do some more homework, assuming they are going to reject your reps because lots of Councils just seem to like to play this game. Post your thread and a copy of the front and back of the PCN (all the small print but no ID Details) on pepipoo.com here:

Also can you show the experts on there, a picture of the lines and (new and/or old) signs, including the markings at each end of the long run of bays? Can you find the press article about it as well, to link to your thread?

Also check if the council advertised the changes, they do in Hastings.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Just to say that the council never received my original dispute form (which I completed via their website). I spoke to them on the phone and emailed them with the facts.
Finally got a letter through today saying that they were going to drop the fine. YAY! Thanks for your help.0 -
