Homebase have started ANPR on their car parks - they allow you 90 minutes free parking - usually long enough - but I got caught because I went in and then out to measure then back in and out again - take your penalty notice to the duty manager and they will negate the penalty - well the nice lady in Walthamstow did for me

Whilst that may be an easy option, it's of course necessary to say this is not a "penalty" and most probably couldn't be enforced in any case.
It's also odd. In OUR notorious carpark, with dozens of shops, a cinema, pizza palours and the like, there is a ridiculous "2 hour" limit. When I fell foul of this I spoke to managers of some of these shops in order to prepare a complaint to my local council: in all cases they put responsibility on the landowner, which was not them, and said they appreciated the effect this could have on trade but could not act for customers. Apnr is great, it tells when a car comes in and goes out. Unfortunately it does not say who the driver is, oh well that's another ticket ignored.
You were lucky, mostly they wash their hands of it, Not my job Guv.
Another favourite trick is if you go there twice in a day they take the first time in and the last time out and send you an invoice. Unfortunately enough people pay up that its worthwhile them trying to con everyone.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
Hang on a minute... none of this makes sense. Homebase have contracted someone to manage their carparks. The company they have appointed 'fines' you. But Homebase overturn this 'fine' (which is unenforcable anyway). Is there some sort of agreement between the parking company and Homebase? What would this achieve. If it's a legitimate penalty (which it isn't) then how can one company 'negate' another company's decision?
How have Homebase 'negated' your penalty? I'd be really suspicious. What have they actually done? I think it's just a massive PR exercise; it makes Homebase look like they've come to your aid when they've done no such thing. If they don't want their customers being fined, don't contract the carpark to a private parking company!
