I need to ring all the other bills tomorrow and make sure they have been paid so the worse I can be is nothing has been paid since July and I owe loads I don't know about and at best I owe the council. Unfortunately I'm not really a lodger as I pay rent and my house is separate to his.
My head hurts.:rotfl:

That's not on is it. I don't really know what to say with it being your brother who is your landlord and no agreement or anything.
If the council tax was supposed to be included in your rent he needs to pay it for you now. is there any way you could get in touch with the council and tell them whats happened and make some arrangements to pay a small amount each month until your brother can sort the rest out.
Maybe your brother can give you a couple of months free rent and you can use the money to which you would have paid in rent to him to pay off the council tax?0 -
Can't you refuse to pay him rent for a couple of months?
If your council tax arrears (and any other bills) is - for example - £600 and your rent is £300, can you just not pay him rent for two months.
Also, I would be ensuring that he reduces your rent by the amount your council tax and other bills should be and start paying them directly yourself - at least you can be sure they are getting paid then.0 -
Can you not just withhold rent until you have recouped the amount you have had to pay out for council tax? Then, reduce your rent payment by the amount of the council tax, and pay the CT yourself. Ditto if he has built up arrears on other bills.0

My mum just phoned she is coming to sort this out tomorrow she isn't happy she has been there while I have been skint due to paying all my debt off and cooked a good few meals in return for jobs to help me out. I feel a little trapped as he is family which makes it harder really if it was a landlord i didn't really know I would be going mad at themDebts
