SKYPE or very cheap mobile phone calls

My sister has just moved to Prague and I have got SKYPE to talk to her.

But I was wondering if there is a SKYPE mobile phone or something where I could phone my mates on their mobiles that would save me a fortune?

Calls between Skype users on 3 are free when both in the UK, but if one is abroad then that person's incoming and outgoing calls will be chargeable at roaming rates.

So you can use Skype on 3, but there's less reason to recommend them to your sister.
