When Do I Harvest?

Hi there
Can anyone tell me when to harvest my garlic? I planted it in March but they look dead now. My neighbour says this is quite normal and that once they start to die off then its not long before they need harvesting. Any ideas??
Then what do I do with them? I believe they have to be dried out or something?
Sorry for the questions - I'm new to this 'grow your own' lark!

Yes, you normally harvest garlic once the greenery has died back.
