s81 Parking in a restricted area in a car park

hello! long time lurker first time poster. today i received a ticket for parking in a restricted area of a (work)car park, the car park in question is currently undergoing part demolition of buildings with a view to handing over to a private contractor, as such there are sections of the car park that have fenced off and access restricted, it's all a bit of a mess

where i was parked was in a thatched/ box which would have been to protect persons entering and using a building- which is now not the case as the building is derelict & boarded up.

my question is on what grounds could i appeal? to my understanding those thatched areas are marked in places where parking could cause an obstruction to other vehicles or pedestrians or where parking is dangerous- but that is not the case now so..?

any help would be much appreciated :)

    I'm sorry, but I cannot see any way out at present, maybe others can see something I have missed.
    You could get a copy of the "parking places order " for that car park to see if there's a way out.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.

    I can't see any signage in that car park to state clearly the meaning of the hashed area. I'm no expert but as a driver I would expect to see something to communicate that parking was prohibited outside of the designated parking area, if the Council are claiming that it was prohibited.

    As PTP says, I would go to or email the Council and ask for a copy of the Parking Places Order for that Car park. Maybe it no longer applies due to the change of use/ownership? Maybe the PPO is flawed in some other way, it may not make this contravention clear at all?

    So I would get cracking to get the PPO and in the meantime get in an informal appeal in on time. You'll still have the formal appeal open to you later at the Notice to Owner stage, when Councils often re-offer the reduced penalty anyway.

    By appealing even as far as the adjudicator, if you choose to do so, you only ever end up having to pay the full fine amount - if you are unsuccessful - so it's not a huge risk and at this stage you may want to explore all your avenues and get that informal appeal in whilst you do your research.

    Off-Street Parking Orders are always worth looking at in my experience.
    Many councils fail very badly when creating these documents.
    With works underway one has to wonder if the order has been updated in a compliant manner even if it was compliant beforehand.
