Best Debit Card for a 17 year old

Hi,
my younger brother is 17 and I'm fed up with his continuous wasting of money, I can't keep track of how much I give him because it's normally in small amounts like fivers. I figure I can set him up a debit card account so I know exactly how much I'm giving him every month.
Only problem is I have no idea which one to pick, I remember when I was younger different banks would give you incentives like vouchers for music stores and the like..
Anyone got any suggestions, anyone with kids/siblings n the same age bracket?

At age 15 I was set up with a TSB Under 19's account and this was good for me
My sister now has the same account she's 15.

My 17 year son has a Nationwide flex account which has a debit card and a cheque book. We could not find any bank doing offers when we looked last year so opened this as he had already got a Nationwide saving account from when he was younger so did not need to prove his identity. Proving identity for a 17 year old can be like banging your head against a brick wall because they will not have the usual id- not on electoral roll, no driving licence, utility bill, etc. Good luck, I know you will need it from experience.0
