Problems with eBay purchase

Last month on 20th Feb I bought a watch on Ebay, it only cost £2.99 including postage, a nice little bargain I thought.
Fast forward to 12th March and it still hasn't arrive despite me paying the day after the auction ended!
I open a dispute on ebay and paypal but the seller keeps responding, saying sorry chick it's been posted! well where is it then?!
Paypal refuse to help as the seller says she has now posted the item, should I write this one off?

Escalate the dispute to a claim (for not received). The seller will have to provide a tracking number showing delivery or you will be refunded.0
