Can I just ask how I go about finding the cheapest rate?
Use a comparison site - there are 6 in the resource bar above

How do the price comparison sites know if you are using a lot of night time electricity for storage heaters or not?
    You tell them

And in summer you wont be so how are they going to accurately work this out?
    It's based on annual consumption

WE did take an opening reading. And they could easily send a letter addressed to "The Occupier".

That's not how it works. You have to contact them and register when you occupy the property. It's in your own interests, otherwise you could end up billed for the previous occupier's consumption.

You read the meter, you are using the electricity so you are responsible for ensuring you pay for it. By not bothering to contact your supplier you have spent the whole winter on the standard (expensive) tariff, that certainly won't bother your supplier.

Usually, most companies would send a letter addressed to the Occupier, but either way, you're registered now.

Correct. I'm quite angry they didnt send a letter. The regulator needs to tighten up on this.

You didn't register for an account.
You didn't submit an opening meter reading.
You didn't chase up a bill in 6 months.
You've had 6 months interest free electricity -and you're angry?
Presumably the reason that they don't like billing 'The Occupier' is that if they do and it isn't paid, then there's no automatic way of assigning that debt to an actual individual.
