Cheap contents insurance

Hi,
I'm looking for the cheapest contents insurance that I can find. Essentially a friend of mind has a council house, which her kids have managed to make inhabitable due to a fire. The house is completely trashed and it'll be 2 months before they can get back in. She can't afford contents insurance, and so hasn't got any money to replace what was burnt. I want to try and help out just in case they try playing with fire again.
Suggestions?

As you might already have sussed no insurance company will be anxious to take on contents insurance here.I want to be positive here and wonder if your town has a scheme for s/h furniture to be collected and sold to people who are are as hard up as your friends.0
