Condensate pipe pointing upwards

I have a Valiant Ecotec plus 837. It was fitted in Nov 08 with a complete new system. In January the boiler stopped working and water was dripping from the underneath. On phoning the gasman who fitted it, he correctly said it was the condensate pipe which will have frozen. After pouring boiling water on the pipe outside it was cleared and the boiler has worked fine ever since. I have since noticed that to me (and friends) the pipe seems to rise on the inside (kitchen side) of the wall. I presumme by the time it exits the outside wall it will have risen 25 to 50mm. The installation manual says the ' boiler condensate drain must have a continuous fall (45mm per meter) '-American spelling!. Should i be worried? Should i call the gasman back? I sometimes go on hol for 3 weeks at Xmas and like to leave the boiler on frost protection mode. Also i did not recieve any certificite, should i have got one? Will this cause problems if i were to sell the house? (not that i am thinking of)
By the way this winter (last 10 weeks) i have use an average of 19 therms per week (£26) in my old 2 bed + bedroom attic terraced house-dissapointed-thought i would use less

It is a condensate drain, therefore it should have a continuous fall to where it discharges. It does not sound as if the installer made a very good job of the installation. Get him back to alter the pipe run to one that actually works as a drain.I can afford anything that I want.
