In short machine readable passports from before October 2005 are OK for the VWP, passports issued after October 2006 are OK, all others require you to have a visa

This gives the impression that those passports issued between October 2005 and October 2006 will need a visa which isn't the case.

These are the rules as quoted from the US Embassy link you gave.

Before October 2005 - must be machine readable
Between October 2005 and October 2006 - must have a digitally printed photograph
After october 2006 - must be a biometric passport.

My passport was issued in Jan 05, my sons in Jan 06 and June 06 - all have digital photos. We all travelled to Florida in April 06 and did not require a visa.

Basically if your passport was issued in the UK and is at least machine readable there is no problem in entering the US under the visa waiver programme.
