Balance Transfer

Does anyone know if Capitalone are able to do a balance transfer from a Vanquis card?
I want to move the balance from Vanquis onto an Aquacard but unfortunately Aqua doesn't allow balance transfers from Vanquis.
So my idea was to balance transfer from Capitalone to Aqua, then from Vanquis to Capitalone, hey presto my APR goes from 54.9% (yes really) to 35.9%, i know not ideal but at least I'll save nearly 20% in interest per month.
The balance on my Vanquis Card is £400 (£1500 limit), Im maxed out completely on the Capitalone Card £2934 (£3000 limit) and nothing is currently owed on the Aqua card (£1600 limit).
I think i know the answer already, but its worth a shot.

I think so - they do have a 3% transfer fee in the summary box though. It says on this review http://www.credit-card-comparison-on.../capital-one/classic.asp Capital One classic allows balance transfers, but shows a 3% balance transfer handling fee.
EDIT: You should check your own terms and conditions though (or phone Capital One) because it may be slightly different on the fee / interest rate.0
