Singapore scam - Andrew Chang

I got a letter passed to me by a friend which I think is just the hook of a phishing scam. It's the usual 20% slice of $10.5M so could also pan out to be a 419 type scam.
I won't repeat the usual deceased relative story but the details of the scammer are:
