Phone call from "the electricity board"

Seems like this scam is still on-going! Just had a phone call from an Indian chap (with unavailable number!) claiming to be from the "Electricity Board" (which I know doesn't exist anymore). He knew my title, surname and address, wanted to send an energy-saving device as I was a "good payer" - would I confirm my first name? Well no actually I wouldn't because it just didn't feel right. Either they know you or they don't and if they have to ask for some details whilst appearing to know others then something's amiss. At that point I declined to reply to his question and hung up. Didn't get as far as the debitcard details previous posts have mentioned.
