Peeling paint and crystallisation

Hi
I have peeling paint and a white crust (crystals ) deposit coming out of the walls in my down stair lavvy.
It could be rising damp ? or possibly just dodgy plaster ,either way is there a treatment/paint I can put on to stop it coming back through please?

remove all traces and seal with a sealer. then paint as per normal. do not apply paint in less than ideal conditions.Get some gorm.0 -

What sealer should i use? loathed to using PVA as i would like to emulsion over0 -
